Are there methods to adjust any game so they consistently run at a set frame rate, especially around 30 FPS, and stop them from defaulting to their capped limits? I’m looking for ways to make the FPS more flexible, like changing it to unlimited.

You could try Rivatuner to define a particular limit that may surpass the standard FPS restriction in the game.

You can save it as an MSI file afterburner, pick the game file and adjust the frame rate limit. This method is recommended for GTA V speedrunning since exceeding 120 FPS may cause issues.

Turn off VSYNC. Certain console connections have built-in frame rate limits that can't be removed. It seems you likely can't adjust or remove an existing cap with Rivatuner, only set your own limit, though I'm not sure.
