Yes, SkyrimNexus is available on Steam. It supports mods for Fallout as well.

Skyrim is an amazing game! A fresh Vampire mod could be great, similar to Lord Harkon Rising. I have a solid concept!

For both inquiries, I recommend using Mod Organizer or Nexus Mod Manager. Gopher offers excellent tutorial videos for these tools. I favor Mod Organizer. The Steam Workshop can be problematic unless you need it strictly. Most mods available there update automatically when the game starts, which may lead to compatibility problems and loading order issues. Gopher also provides a guide on managing Workshop mods via its video. Regarding quality texture packs, I highly recommend the aMidianBorn Book of Silence and the 2k Texture Overhaul. You can also experiment with Skyrim Mod Combiner to merge textures into one pack, though it demands significant VRAM even at low settings.
