It's been removed from Steam for several years now, meaning you either need to locate a key on a marketplace site like Nuuvem or G2A, or purchase the original DVD from back then.

You didn't verify the connection? The PC version isn't available there, only on PS3.

Man, I wish they had released it for PC too. It would have been great if they had. A few years back I played it on PCSX2 with an Australian version, but it was packed with bugs...
