It will become accessible soon. Anticipate around six months post-launch or similar. The process for receiving a single update on my S3 took a full year.

Android L represents the upcoming version of Android, and Samsung is likely to introduce a customized Touchwiz skin in the near future (perhaps a few months after the release). Only Samsung is aware of this plan. You cannot swap Tizen on your Galaxy Gear for Android Wear, though it might be possible if skilled developers attempt it later—though I wouldn’t expect success.

Currently, only a developer preview is available for Nexus 5 and 7 (2013). No other devices are supported. For your Samsung devices, you're limited to Tizen or the older Android version they're running. With the potential release of Note 4 this fall, it may include new Android features, while the older flagship will continue to receive updates. The latest update could take some time to arrive due to carrier delays and other factors.

I don’t rely on Tizen; I’m using Null OS instead. I remember it was called something else, so I searched for the Samsung name I knew. I liked the look of Android L, and I think I’ll stick with what I have now—it’s why I’m interested. I’d love a Nexus phone just to try it out.

The Android L version is available only for Nexus 5 and 7 (2013) models. It’s not designed for everyday consumer use but intended for developers to evaluate. Until Google makes the source code public, installing it on other devices isn’t possible. Once released, you may need to cancel the device warranty to proceed. If you wish to test it, you can run it in the Android Emulator from the SDK at http://developer.android.com/preview/setup-sdk.html
