Hello, I recently purchased a used dual Xeon board with up to 12GB RAM DDR1. After watching Linus set up his Minecraft server, I wondered if these specs would work: two Intel Xeon SL7HU processors (1 core/2 threads), an ATI Rage XL onboard graphics card, a Gigabyte 8IPX DRE Rev.1.0 motherboard with only one PCI slot. I understand it’s quite underpowered, but it could still be worth testing.

Basic requirements listed at Minecraft GamePedia. Would work for a small group on a LAN using a lightweight operating system. Likely to function.

I doubt it would function well; just two cores would make the server extremely slow, probably only suitable for very old games.

That's essentially a Pentium 4 setup. It's quite outdated. You might want to avoid using hardware that's this old.

This is pentium 4 level stuff. It's gonna really really struggle to run a current day minecraft server. You can try but from my own experience form years ago using a stronger p4 (compared to your xeon) it was really struggling with 2 people on minecraft 1.6.4.

It could fit a lot of RAM—around six gigabytes. You’ll need an IDE to connect the SATA adapter. Going SSD is a good idea. Running Windows 10 would be amusing. If it supports the boot instruction set, it wouldn’t be very powerful. A Haswell i3 chipset would likely suffice. This board probably won’t fit a typical ATX PSU, but it should still make for an interesting project.

I'm not here to criticize your decisions, but I suggest using the paper spigot version for Minecraft 1.12.2 on the server. Version 1.12 is faster than 1.8, and paper spigot is an optimized fork designed for speed. Still, go ahead—you'll be impressed. I successfully got two players online (only one teammate helped) with 20 tps using those settings and about ten plugins running on a mid-range mobile CPU.

I possess an outdated PCIe SATA card along with some WD blue HDDs. I’m planning to combine them into one setup. The main issue is that I can’t locate a PGA603 cooler in the budget range. Perhaps I’ll have to zip tie a cooler from the 604 model onto it.

There are some faster CPUs available online. A cooler and CPU option is also listed. A fanless design is another choice. These prices could lead to a much improved setup. An i3 4130 would stand out. Everyone seems eager to upgrade. Things look good overall.
