The board likely lacks sufficient power delivery for the 3700X, unfortunately. You might be able to get it to function with additional heatsinks and a modest fan, but upgrading to a new board with tier C or higher would be the best solution.

Checking if purchasing the 2070Super with your $1600 budget would cause a bottleneck issue. Your setup includes one dual monitor at 1080p 144Hz and another at 1080p 60Hz.

Without a heat sink on the motherboard, an uncovered VRM limits performance for high-core processors. A Ryzen 5 3600 would be a better fit for that setup.

I'll check the same issue again after the 2070s. My 1600 and current specs will face a bottleneck with 3.8 1080p at 144hz plus 1080p60 dual screens.

It varies by game. Still, a 2070 feels excessive for 1080p.

League of Legends, Overwatch, World of Warcraft, Heartstone, Dead by Daylight, BFV, Diablo, Rocket League—aiming for 144Hz max settings in the 2060s sounds like a solid target.

I'm not sure if overwatch and battlefield 5 will reach consistent 144fps with that CPU, but those games will benefit from the extra horsepower of the 2070. Wow, hearthstone, rocket league, league of legends, all super easy to run at high refresh rates. Edited May 1, 2020 by Fasauceome

You mentioned you've already boosted the overclock, so perhaps it's too late for that. If you're new to checking VRM temps, you could be causing your motherboard to overheat.
