I understand where to locate it, but clicking it restarts the PC and takes me back to the recovery menu. Have you adjusted any BIOS settings via the BIOS interface? Just to confirm, reset the CMOS by connecting the RESET CMOS pins on your motherboard. Turn off the computer, disconnect power, short the pins for about 30 seconds using a screwdriver, then reassemble. The pin positions should be listed in your motherboard manual.

The issue is that the recovery environment is supposed to be very secure, so if you can't access it, you might need to reinstall Windows. You could attempt a repair install with an in-place upgrade.
