Did you turn on 'high performance' in BIOS? I don't recall the precise label, but something similar exists. It turns off the processor APM feature. When the CPU is overclocked, it tries to follow its specifications or TDP, which causes it to lower its speed periodically during heavy use. My son's Pro3 motherboard had that setting and it let his FX6300 run at 4.5Ghz smoothly once I activated high performance mode.
