My fx-6300 is being oc'ed at 4.2 ghz, but when I right click my computer it displays it as running at 3.9 ghz. In CPU settings it shows 4.2 ghz. How can I make it show the correct frequency in the computer? Thanks in advance.

Ensure your computer is displaying the correct time by reviewing the Task Manager, specifically the CPU section.

My issue is alike to yours, though not identical. For me, I changed my CPU frequency to 4.4 GHz, but CPU-Z only displays 3 GHz. However, DXDIAG shows 4.4 GHz and the computer info updates accordingly. When under heavy load with Prime95, it only reaches 3 GHz when Core Temp is monitored.
