I'm trying to increase the overclock of this APU, but when I reach a specific voltage on AMD Overdrive, it won't let me raise the speed and instead settles at 3.7 until I lower the voltage. I need to know if the power supply isn't supporting it or if my motherboard can't handle it.

Your motherboard doesn’t support overdrive. It does work and I can observe overclocking and adjustments. I started a new thread because this one wasn’t going to be addressed, and my issue is limited VRMs or insufficient VRM cooling to reach my desired settings. In the future, I might upgrade to a Ryzen 1700 or 1700x.
