PC specifications:
Intel i5-4670
GTX 960 4gb
Previously had 8GB RAM at 1666MHz, now upgraded to another 8GB at the same speed. Now possess 16GB RAM at 1666MHz.
No SSD, only HDD.
Observed minor stuttering has intensified, now occurring consistently rather than intermittently.
Checked temperatures and usage via MSI afterburner: GPU utilization stays under 15%, CPU usage consistently high (85%+). Stuttering appears when the GPU is overloaded.
Possible cause: GPU performance issues combined with CPU handling most tasks.

Hello there! Could you share the details about your PSU, its age, whether your RAM sticks are identical, your motherboard's model and BIOS version, and the Windows 10 version you're using?
