Actual Multiple Monitors is what I use. I have a slide show on my 3rd monitor and two different static images on 1 and 2 (my profile says I have 4. #4 is in use on another project temporarily). There's another program that's good but I forget the name. They're both payware tho.

For wallpapers, Wallpaper Engine on Steam is a good option. Other choices might exist since wallpapers are often included as free features in multi-monitor programs. I’m using DisplayFusion with two slideshows running at different speeds.
