Recovery partition isn't something you set up yourself. Installing Windows on an empty drive without partitions will generate one, but only if Windows can't start properly—this helps prevent needing to boot from a Windows installation media. It doesn't store backups or personal files; it just offers the basic recovery setup available when you choose Troubleshoot/Repair in Windows install.
