A PC equipped with nearly all new components (except RAM and SSD) suddenly powers off briefly, restarts, then resumes, repeating this cycle indefinitely. First boot screen not accessible. Watch the guide here: https://www.reddit.com/r/PcBuildHelp/com...irst_boot/

The details are the specifications, and I've looked into what methods have been explored.

Reinstated the CPU? Start with one RAM stick in every slot before powering on. It seems to be an Intel model, but is the BIOS compatible with any CPU you own?

I attempted using my friend Ram's device, which would bring up the boot menu, after turning it on and off a few times. However, after saving changes and resetting, I encountered a RAM warning light, and the system keeps powering on and off.

It might be a refurbished motherboard, but it could still be faulty. I checked and both my CPU and motherboard seem compatible.

I might reinstall the CPU if all the pins aren't properly connected, which could be impacting the memory channels. It might be due to a refurbished motherboard or the CPU itself. If the RAM from the previous build is still functional, I'd keep it. However, if the CPU doesn't work after remounting, I'd consider swapping it with another CPU for this board or testing a different board with the same CPU.

Attempted to fix CMOS issues. Used a brand new PSU. Tested various power outlets and surge protectors. Installed MSI GeForce RTX 3070. Running on Z590 gaming motherboard with Intel Core i5-10400F at 2.9 GHz, 6-core processor. Equipped with Corsair DDR4 RAM.

Occasionally I manage to access the boot screen after several restarts.
