You're seeing frequent stuttering even at high frame rates, which can be caused by various factors. Let's explore possible fixes based on your setup. Check your graphics settings—ensure the GPU is optimized for your monitor and resolution. Update drivers for your motherboard, GPU, and OS to fix compatibility issues. Reduce game settings like resolution, anti-aliasing, or texture quality. If the problem persists, consider upgrading to a better GPU or checking for hardware conflicts.

Likely the issue is with the refresh rate settings. Open NVIDIA Control Panel, adjust the resolution and set the refresh rate to the maximum your monitor supports (avoid overclocking). Ensure your game runs at that highest setting. Enable Vsync so Windows uses the best available refresh rate via the display adapter settings. If you experience mouse smoothing or screen tearing despite consistent 60 FPS, turn Vsync back on.

I've already adjusted the refresh rate to the maximum (60 hz) and enabled Vsync in all games.
