You recently installed your RTX 3080 and everything operates smoothly in 32-bit. Even with a 64-bit version of software, certain applications still function correctly. Some programs remain compatible with both 32 and 64-bit environments. I have removed the driver using DDU, but this didn’t resolve the issue. Your system specifications include a 64-bit CPU (Ryzen 2700x), GPU (Evga RTX 3080), 32GB RAM (four 8GB modules), Corsair Vengeance memory, and a Rog Strix B450 Gaming motherboard.

There isn't a 64-Bit edition of Steam (some parts run on 64-bit), and it's uncertain about Battle.net. Likely the same applies. A driver can't alter the binary of a program that's already installed.

Probably because task manager shows them to be. But that is completely normal for these launchers and from what I can see also for LoL. These programs only have 32 bit binaries available. There's no issue to fix and certainly not caused by GPU drivers.
