16 GB of RAM brings a significant boost, and the overall configuration remains impressive. Make sure to install the drivers and enable the Windows updates as well.

Attempted all options including 960 by 540, no improvement occurred—only around 2+ FPS was achieved, but it felt choppy.

Your equipment meets the needs as specified. I’d start with 720p and use the minimum settings on all components... that’s what you can realistically achieve, extra RAM would help but won’t change the outcome with low settings. Yes, it’s likely you won’t hit 60fps, but I’d give it a shot. If you really wanted to, just try different configurations—some settings are way more confusing than others, so keep everything at the lowest or off whenever possible.
