I have unlocked voltage control, attempted to use the beta version as other solutions suggested, but found that the power limit might restrict the voltage range. Each time I tried, it didn't work.

I'm using an Asus Radeon R9 390 with 8GB RAM and driver 9.14.10.01209 Crimson 16.

I also have the 4.3.0 beta version of afterburner, which allows me to control all other sliders easily, but I'm having trouble with any voltage-related settings.

I might have read it too hastily. Please forgive me if I was careless. If the simple method doesn't work, we can attempt the more complex approach. You'd need to modify certain configurations in the MSIAfterburner.cfg file located in the MSI Afterburner program directory, and also adjust the related registry settings. As hot as gpus get, I tend to steer away from messing with the voltages on my gpus, but for the sake of answering your question...
Have you tried going into the settings in AfterBurner? There is an option there in the general tab called "unlock voltage control". This would allow the voltage slider to be unlocked and accessible.
