I have a Radeon RX 590 (Red Devil by PowerColor) and after using Afterburner to boost the core clock, the GPU reverts to its default speed (1576Mhz). This causes crashes in games where the screen freezes, turns black, and ends with a "Render device not found" message. Any advice or help?

I wouldn't go for an Evga 500 unless it's the N, W, or B model. Particularly with a power-hungry Rx590 on top of what's already being used for CPU OC. Get a good 650w PSU, then focus on software problems.

You may have to remove afterburner and its associated drivers for your GPU (just in case) before reinstalling them.

I would favor considering it a power supply issue.

If I upgraded my power supply, would it be difficult to swap it out for another model?
Please let me know.
