It's a fresh setup indeed. I inspected all the cables and made a swap just in case, using the new ones from the B550. The hard drives are definitely spinning and they're vibrating. I wasn't overly concerned when choosing another board; my main frustration was that the problem had been ongoing for months—eventually it turned out to be the provider's issue. I'll test that tool after trying what Robchill suggested about the SATA ports. Thanks for the advice.

Thanks both of you @Robchil and @Applefreak. In the end, Rob was correct—I chose the wrong SATA ports. I didn’t consider M.2 slots sharing lanes with regular SATA ports. Plugging the drives into Ports 1 and 2 worked immediately in Windows. Probably a good reminder that manuals can offer valuable tips.
