Recently I purchased a new PC. Everything is new except for my hard drives, which were previously used with a GT730 and a Pentium processor. The games ran fine on that system, but after the update, some of my Steam games are crashing. Notably, heavy games like Battlefield 1, NieR:Automata, and Grand Theft Auto V run without issue, while lighter games such as Hollow Knight and Cuphead crash.
Components:
-Ryzen 5 2600
-EVGA RTX 2060 6GB SC Ultra Gaming
-B450 Gaming Plus
-16GB 3000MHz Corsair Vengeance LPX
-SSD and two HDDs
I have verified file integrity and reinstalled the games. Should I reinstall Windows?
You changed out the very core of your computer and used the same old Windows install?
Yes, you should absolutely reinstall Windows. You went from an Intel system to an AMD system. The drivers are vastly different and any remaining Intel drives could easily cause issues. A clean install would probably solve your issues.

Thank you, I will proceed. Is there a method for informing Steam that these games are present on my hard drive? My internet connection is experiencing significant slowness, and I wish to avoid redundant downloads. This explains my reluctance toward a complete reinstall.
Steam has been able to install on secondary drives for some time. If you direct it to the directory where games are installed, it should locate them. I have performed numerous clean Steam installations on secondary drives; it only needs to run the initial configuration once, never re-downloading files. I’ve practiced this method for over 10 years to maintain a clean Windows or facilitate hardware replacements.
