I was operating my Ryzen 5600X on an MSI X470 motherboard smoothly, with everything functioning as intended concerning power settings. On a balanced power plan it would slow down to roughly 2Ghz when idle, moderate activity would bring the clock to about 3.6Ghz, and under heavier loads it would increase to around 4.2 to 4.6Ghz. A few days ago I switched the board to an ASUS X570-E Gaming WIFI II and since then the CPU has not properly downclocked—it keeps boosting continuously. On Windows desktop with nothing running, the clock stays between 4 and 4.6Ghz. Recently, while typing, the speed has remained above 4.4Ghz most of the time. Clearly this is generating extra heat; idle temperatures are usually near 40°C and sometimes spike to high 50s. In the BIOS I’ve disabled all overclocks and turned off precision boost, yet the CPU still stays at or above 4Ghz. I even reinstalled Windows 10 completely. With a standard setup I’m currently in touch with Asus support, who seem to suggest Ryzen CPUs tend to run hotter and are dismissing the fact they’re often in boost mode. I’ve experienced some system freezes. What might be behind this issue?

Removed previous chipset drivers and added fresh ones from the Asus site for your X570-E. Apply the Ryzen Balanced power plan.

Formatted drive and freshly installed Windows were ready right away. I immediately spotted the problem. The AMD chipset drivers were downloaded, but the issue persisted. The Ryzen Balanced power plan is no longer available—it was just a temporary workaround for a Windows problem.

I've also tried that. The versions from the Asus site are upgraded compared to those from AMD. The ones on AMD's site are 3.10.08, while Asus lists 3.10.22. They both function identically.

Check if the Cool'n'Quiet setting is activated within the BIOS settings. (This serves as AMD's SpeedStep alternative)

@SRRAE AM4 lacks Cool'n'Quiet. From what I understand, it was phased out. Since Ryzen increases performance when needed, the system handles load automatically. Monitoring tools can also simulate load, which adds to the stress. Have you used Ryzen Master for this?

After some investigation, it appears AMD favors the term PSS for "Cool'n'Quiet." I discovered this setting and it's active. When I disabled it earlier, there was no noticeable change. It has now returned to being enabled. I've also come across multiple discussions from various sources where users report similar problems, and most of them mention that ASUS users often say it doesn't work.
