I started my computer today and noticed strange visual glitches across both screens, along with significant lag that I hadn’t experienced before. I captured a few images of the second monitor showing these issues, which I’ve included here. After turning off the system and flipping the power supply switch on and off, everything functioned normally again. My build uses a 4090 chipset with overclock settings (+200 Core, +1000 Memory). Despite these adjustments, I’ve played many GPU-heavy and CPU-heavy games without problems—Cyberpunk and Fortnite performed exceptionally well. I also completed several 3DMark tests without any issues. My motherboard is a 7800X3D, but it had reliability problems at first. I encountered persistent red and yellow EZ Debug LED lights, which eventually caused the system to crash repeatedly. Eventually, I had it repaired by the manufacturer, and once the board was replaced, the lights stopped, though they still appeared occasionally. Sometimes booting works after a few attempts, but other times it fails entirely. There was also a period a few weeks ago when I saw artifacts on the manufacturer’s logo screen, but it resolved itself after launching Windows. It’s unclear what might be causing these symptoms. Would you consider replacing the motherboard or adjusting your overclock settings? Any suggestions would be appreciated.

Start with the easiest and most affordable choice—skipping the GPU overclock. VRAM issues usually lead to this problem, making it obvious.

I concur with what you've stated. If this doesn't resolve your issue, consider using the GPU in the alternate PCIe slot. You might also want to plan replacing your MOBO at some point, regardless of whether artifacts reappear. It seems you're dealing with several MOBO-related problems.

It sounds reasonable to add 200 to the core speed and keep the memory timers unchanged. That should provide a noticeable increase in frames per second.

I've disabled the memory OC and plan to run the +200 boost on the CPU for a while. I'm hoping for the best, but I'm expecting a new motherboard and case by summer.
