Turn off fTPM if possible. You may need to reinstall Windows afterward, unsure how. It's worth checking if it starts before you begin the reinstall. TPM isn't necessary for W10, only W11.

AGESA represents AMD's segment of the BIOS. After updating the BIOS, you receive whatever latest AGESA patch Dell added. If nothing changes, Dell may not have released a BIOS update with that correction, the problem isn't resolved, or fTPM could be the cause. Turning off fTPM eliminates all possibilities (if stuttering persists) or confirms it was the root issue (if it stops).

I've tried all possible solutions and still nothing works. It feels like Dell is ignoring the issue. I'm reaching out to customer support and won't stop until they resolve it. It's frustrating investing in help without a clear answer.
I found this approach effective. If the updated board had no impact, it likely points to Dell software as the source of the problem. Removing Support Assist resolved the same issue in my setup.
