I'm currently playing Shadow of the Tomb Raider, Assassin's Creed Odyssey, Total War: Warhammer 2, and Battle for the World. In games where my PC struggles to hit 80 FPS—like SOTTR, Total War, and Odyssey—I see little improvement no matter what I adjust in settings, shadows, anti-aliasing, or textures. My average remains around 60 FPS even when running on low. All drivers are up to date and temperatures are normal.
Review your performance, it seems similar to the issues you're facing with Assassin's Creed Origins. Your CPU stays at full speed while the GPU is heavily used, especially at 1080p. Lowering the resolution reduces the strain on the GPU, which means a more demanding CPU becomes necessary.
