It doesn't seem to be a hard drive problem since I have an SSD.
Ensure the game supports a high frame rate option. Adjust your monitor's refresh rate and turn on VSync. This limits the display to around 30 FPS, while VSync prevents it from exceeding that limit.

The Nvidia control panel doesn’t offer a setting for V-sync at a half refresh rate. It typically caps at 30 Hz.
For a movie-like feel, consider 720p resolution and a 350 ping setting too.
