Adjusted my processor to keep it spinning at a steady 4.0ghz with turbo disabled and EIST speedstep off, except for hyper threading and a lower clock of around 4.0ghz but at x40 - 4.0ghz. I left the cache speed unchanged at 2.9ghz as the auto setting suggests. Since my RAM is running at 3200MHz with Kingston Hyper DDR4, the memory speed seems to be limited by that rather than the CPU. Consider keeping it at 2.9ghz or try x40 - 4.0ghz as well. Some recommend staying just below 4.0ghz, like around 3.7ghz, which matches what my RAM supports.

Adjusted settings for optimal performance. Use manual turbo mode with a 40x ring core speed of 10400f. Auto mode may not be ideal as all cores hit similar speeds. Since your CPU runs at 4.0ghz normally, keeping the ring ratio around x37 or 4.00ghz x40 should work best.

1.184v, I configured all core 40x and turned off the c-states. That's how I run my 12400F on the B660-I, which lacks bclk oc. It's hard to tolerate the throttling. Running a 250w graphics card makes me less concerned about a few watts a CPU saves when gated.

Non K series CPUs won't achieve the highest turbo boost if the C states are turned off. Activating Ring Down Bin lets the cache speed change automatically according to the CPU core speed, providing improved stability.
