With the new catalyst 15.7, CCC includes Framerate Target control (FRTC) as an integrated framelimiter. It automatically sets FPS limits for games, which helps conserve energy. Some reports suggest FRTC works well with vsync, while others warn that using vsync alongside it may cause stutters. To achieve the smoothest gameplay, consider enabling only FRTC, combining it with in-game vsync enabled, and turning off vsync in game settings. Other configurations may also be explored.

Vsync tends to lag when you're not hitting your monitor's refresh rate at full capacity. Capping FPS below that limit isn't effective and can lead to stuttering or increased latency. Use VSync only when you're not imposing any FPS restrictions, or disable it if you need power efficiency. Remember, frame rate control reduces power use but doesn't prevent FPS swings. In short, maintain your full FPS for smooth performance; dropping even a few frames will cause issues. For better input delay, consider skipping VSync altogether.

I suggest rivatuner paired with msi-afterburner, which gives a solid setup. Alternatively, FRTC works too—it depends on your needs. If you clarify your goals and whether you prefer a hard cap or uncapped, I can recommend the best option for you.

Increase the settings to achieve around 50 frames per second or enable V-sync when speeds exceed 60 for consistent 60 fps.

Review your MSI afterburner readings and the actual card speed. Thermal throttling may lead to fluctuating FPS, and using no VSync or similar settings can help avoid stuttering. Stutters can also stem from the game engine (textures, optimization issues), not just hardware limits. What frame rates are you seeing?
