With Windows 7, you can adjust the DPI settings in the registry to go below 100%. The standard setting is 96. I tested this approach in Windows 8.1 but it reset to its original value after logging back in. There seems to be no reliable way to maintain a lower DPI than 96 permanently.

All files must be created for Windows only at 96 dpi. Lower resolutions aren't possible.
