The icon themes aren't working correctly in PopOS 20.10. The tela-blue dark theme you tried isn't compatible with that version.

I saved the theme into the ~/.icons directory and then chose it using the gnome tweak tool. A few icons updated, but most stayed consistent with the standard pop icons.

The only icons that will alter are those following the original naming conventions. While custom icon sets might not impact snaps or FlatPaks, you might still need to adjust them. PopOS relies on FlatPaks, so changes could be limited. It’s usually safer to stick with the theme that comes with your distribution or the default Adwaita theme, which often includes compatible FlatPaks and Snaps. The GNOME community has discussed preventing these customization methods, though nothing concrete has been implemented yet—distros tend to appreciate this. For more details, check the references from 2018 and 2020, including updates from GTK developers and discussions on blocking theming. If you’re aiming for full control, consider switching to a desktop environment like KDE Plasma on a system with minimal snaps or FlatPaks usage.
