This game causes significant slowdowns on my CPU more than anything else. I adjusted the settings but nothing helped. My CPU is an i5 4690K, not a hyper-threaded model like the i7 7700HQ. The GPU is R9 390 with 8GB VRAM and 16GB RAM, which doesn’t strain it as much as my CPU when playing BF1.

Check if your CPU is being overclocked and what graphics settings you're using.

I increased the speed to 3.75ghz and tested at 1440p; compared to using DX11 versus DX12, there seems to be a noticeable impact on CPU usage.

Ensure you're using a z87 or z97 chipset with adequate cooling. Aim for 4.2 or 4.3ghz overclocking to help. Higher resolution can shift the bottleneck from CPU to GPU. Determine if your CPU is limiting performance by checking quality settings.

I might have thought I captured it on screen, but by just pressing alt+Tab out of the game straight to Task Manager I can see the CPU heating up red and orange while the GPU stays far from red (even under moderate load). I run almost everything at 60Hz ultra/max with this GPU consistently; though BF1 is the most demanding game I own (I really wish they had a benchmark test for it, that would help fix this issue)

The MSI afterburner offers valuable insights by monitoring and visualizing resource usage in real time. Are frame rates restricted to 60, or can they be adjusted beyond that limit?

your screen runs at 60 hz but the game limits it to that speed, causing stuttering when the CPU gets busy.

This task manager image makes it obvious it's a CPU issue, not a GPU problem.

I believe the size and number of players in BF1 make it a moderately CPU-intensive title. The only real solution seems to be increasing the resolution to 4K ultra, which would likely lower the overall frames per second regardless. I'm currently using 3440x1440 and still see my optimized 4790k running at full performance.

You're seeing an ultra-wide 2K resolution even at regular 2K because of your GPU's capabilities. Consider swapping to a 4790K for better performance and value, especially if selling the 4690K makes sense financially. As for CPU options, what models are you considering?
