I don't know how to adjust the refresh rate using CMD directly, but you can use system settings or PowerShell commands to manage it.

Goggle warns you need to install software. I doubt Windows 11’s CMD includes a feature for this.

PC uses a customized image that limits access to all configurations, updates, and nearly everything required for duplicating an image to another screen. The restriction goes beyond just blocked access—it also removes the full settings interface. Performance varies: at 30Hz there are problems, but it functions smoothly at 60Hz.

You can simply reinstall the settings panel, as it's a fixable issue. Alternatively, you could rely on the graphics driver to handle it.
