Open Radeon Software, navigate to the Global Graphics section, search for Radeon Chill or Frame Rate Target Control, and adjust the FPS limit to 60 frames per second.

I didn't rely on RADEON since it was slowing down my PC for more than a year. That forced me to remove it. I switched to Riva statistics tuner to limit my overall frame rate.
