it occurs during transitions between game, browser, or desktop to browser, or when switching to fullscreen on YouTube videos. The screen seems to flip back and forth, and I've noticed unusual lag for over two years. It's as if I'm a fraction of a second behind in online games.

The shift in mode could be due to adjustments in the TV or monitor. My assumption is that these settings are responsible for the change.
