In short, I faced some issues with CSGO and watched a YouTube video suggesting a PC reset. I used the Windows 10 installer to update, but after restarting during the reset it kept loading the loading screen for about two hours. I turned off the PC and booted into BIOS. Inside BIOS everything seemed fine, but I’m not very familiar with it. Later I saved the settings, and now when I restart, I can’t access BIOS—it just shows a black screen with a small white icon in the top left, like a console prompt but not blinking. My system specs are: GPU RX 480, CPU i5 6400MHz, 8GB RAM, M.2 SSD 1TB, and a 120GB HDD.

Just reinstall the operating system, that’s what a reset does anyway.

You can't access the bios because you're unable to open it or load any content.

Create a bootable USB using another device and then start the USB drive to begin.

I created the USB drive using a tool like Rufus. Did you attempt to use it with RUFUS?

With internet access and a functional computer, the official media creation tool performs best.
