Now, I know to 'fix' screen tearing you need to have v-sync on...though that really isn't an option for me since I usually play FPS' But I was wondering why I'm still having screen tearing issues when the refresh rate of my monitor is exactly 60Hz and my in-game settings is also 60Hz. I mean shouldn't that basically get rid of screen tearing? I feel like I'm forgetting some details about screen tearing and such and I can't quite remember it...but yaa

Turn on v-sync always. In the NVIDIA control panel it works the same as setting it in-game. Adjusting in-game to 60Hz doesn't guarantee 60fps; it only matters when you activate v-sync together.

It seems Borderlands 2 still has issues with screen tearing, and your refresh rate isn’t quite stable at 60Hz. The input lag and stuttering from v-sync are definitely frustrating. Thanks for sharing the struggle—it sounds like you're dealing with some persistent performance problems.
