You could test its performance under heavy load and check with HWInfo to confirm the card can handle the demand. Watch for significant drops in power output, which may indicate failing VRMs. See if the seller reported problems or past usage—especially for older mining rigs, which might already be deteriorating.

The seller mentioned nothing specific about problems or card usage, only that the card was used. I contacted them recently to ask about stuttering issues, but haven’t received a reply yet. While using HWInfo during Pali sessions, it shows a maximum draw of 116w—does that matter?

Yes, PresentMon is hardware agnostic. You have a 40% GPU bottleneck, meaning your 6800XT performs like a 40% weaker card on average (like a 6650XT to 6700XT) while having worse 1% and 0.1% lows (worse stutters) because it enters the lower power states. As I've said, a terrible CPU bottleneck. Solutions: a stronger CPU + a higher monitor resolution. Upgrading to a 5700X3D and a 1440p screen would solve your issues.
