Has consistently been Chris Roberts; along with some pals, they were talking about the concept while playing Risk in the 90s. Back then, the technology didn’t exist, so he couldn’t label it Wing Commander since he gave away the rights.

I don’t understand which game you’re referring to—it’s definitely not Star Citizen. I’ve been keeping up with it from the start, and Chris Roberts has always managed the direction and funding decisions. There’s also never been any intention for Twitch streaming. So, what exactly are you talking about?
