If the key hasn't been used before, you can enter it in Steam Games – Activate a product on Steam – Next – Agree – Enter the key – Next – Next – Complete.

It doesn't matter, though if you're limited by a modest monthly data allowance, install it from the CD to cut down on the downloads you need to make.
