I own the B450 tomahawk and have the initial RAM sticks 2x8 GB set up correctly in the right slots of an A2 B2 motherboard. I added the third stick with 16 GB into the A1 slot as suggested, but the computer keeps shutting off and turning back on.

It might help with memory exercises. Let it operate and see what happens; it should recover if you restore the BIOS to its original settings before adding new RAM.

Uncertain if this applies to your issue (when exactly does it activate/shut down when you power on the PC?), but you should assign the two 8GB drives to one channel (e.g., A) and the single 16GB drive to another (e.g., B). The recommended setup: A1: 8GB, A2: 8GB, B1: empty, B2: 16GB.

I favor the config OP: A1 16GB, A2 8GB, B1 empty, B2 8GB. The two 8GB drives will likely match in timing. If that setup fails, I'll attempt: A1 8GB, A2 16GB, B1 8GB, B2 empty. Should still work. If none function, using just the 16GB in A2 might help determine if it runs at all. DDR4 memory training is fast and usually doesn't require a reboot.
