To overlay an image of another person on your face in Premiere Pro, you can use the Liquify tool or a masking technique to blend the two faces together. Adjust the mask to hide your own face and reveal the other person’s image seamlessly.

I haven't worked with Premiere for a while—about three years now. My recall is a bit unclear, but you can adjust its position in the preview window or use the timeline button to open an options menu for moving, rotating, or resizing it.

Select the desired image, then navigate to Effect Controls and pick the arrow next to Motion. Click Motion to adjust its movement. Don't forget to save keyframes for desired effects.
