I haven't worked with Premiere for a while—about three years now. My recall is a bit unclear, but you can adjust its position in the preview window or use the timeline button to open an options menu for moving, rotating, or resizing it.

Select the desired image, then navigate to Effect Controls and pick the arrow next to Motion. Click Motion to adjust its movement. Don't forget to save keyframes for desired effects.
