When I launch Elite Dangerous, if my hard drive slows down, it starts spinning again before the game loads. It's strange because I'm sure there are no files on my HDD that the game requires, and Steam isn't using that drive either. Why would the system need to spin up my HDD and wait for a click before I can play a game I installed on solid-state storage?

It might be Steam, not Elite directly. If you start the game via Steam, that makes sense. It's cool to meet another player who plays Elite—though it's quite an overlooked title. o7 pilot.

I understand you're wondering if Steam can be left alone on your HDD without triggering unnecessary checks. It seems Steam is already active and running, so it might not need to re-evaluate libraries constantly. I tried to keep Steam separate from your HDD to avoid any "silent but violent" behavior, which can make the system noisy. It took some time to accept that Windows would keep updating itself. You can definitely ask Steam to leave your HDD alone if you'd like.
