Considering your Ryzen 7 3800X, you should choose either B450 or X470 depending on your needs. Both boards support the H210 and Zotac Twin Fan 2070 setup. For better value, pick the one that fits your budget while meeting your performance goals.
If you're after the best value, consider the 3700X—it's almost indistinguishable from the 2. For an ITX board, I haven't used any yet and can't advise much. From what I've noticed, a B450 ITX board would be more budget-friendly. This one I found seems decent, but ITX boards aren't my main focus, so you might want to ask others for their thoughts.
