This specific problem only manifests within For Honor, while other games operate smoothly. I suspect the root cause lies with my processor; previously, I adjusted CPU settings in my BIOS, though I subsequently reverted them to their original state, and the performance problems persisted. My system specifications are: Ryzen 5 2600x, Gigabyte X470 5, RTX 2070, and 16 GB of RAM.

I'm quite disappointed.

Thank you for your assistance, but the sluggish performance and fixed frame rate were actually caused by your Xbox One controller. When the game froze, the controller began vibrating, so I disabled it and attempted to play using a mouse and keyboard – immediately, my frames soared above 170!
