Probably the main issue is a failing disk; perform a check and think about switching to an SSD.

I've noticed it works smoothly without Nvidia drivers installed, only Intel HD620 drivers present. Otherwise the problem appears. I think the issue isn't due to high speeds—my old Windows 7 machine runs at 5400RPM and it launches quickly. That particular HDD also spins at that maximum speed.

It seems the HDD might have a problem. The drivers may be present but located in a bad sector, causing delays when the computer tries to use them. Use CrystalDiskInfo to check the status.
