If Vsync fails to maintain 120fps/Hz, it will fall to 60fps/Hz. If it cannot reach that speed, it will reduce to 30fps/Hz. A few scenes are fixed at 30fps, though I think some are actually locked at that rate.

The cut-scenes seem logical, but sometimes the game freezes at 30 frames per second while walking, which doesn’t make sense. I haven’t noticed it dropping to 60 fps, the lowest frame rate I’ve seen is 80, then it jumps back to 30 fps during cutscenes and at other unpredictable moments. I plan to turn off VSync tonight.

Disable VSync. I forgot it was on and it limited me to 29 frames per second until I switched it off.

I’d remove v-sync and check if it resolves the issue. Don’t stress over it dropping to 30fps during cuts—I think the problem is likely with those low-frame scenes.

Attempt that action. If the FPS jumps to 30 and remains steady, adjust the settings—disable v-sync and re-enable it. It might resolve the issue. Works for me!
