Before we begin—I appreciate how smooth and buttery 60fps feels. I run on a PC but mostly watch YouTube videos on my second monitor while multitasking. That’s why I prefer 30fps over 60fps. Is there a way to set Chrome to use 30fps instead of 60fps?

It's fine, 720p60 is sufficient and requires minimal extra data usage.
