Remove the CMOS battery and the regular battery, keep the power switch on for about ten seconds, then wait another thirty seconds. Replace both batteries and it should restore the settings and show your splash screen again.

Turning off the splash screen shouldn't block entry into the BIOS. Press the Delete key several times while the computer starts. If this fails, use F12, F2, or F8—results may vary by manufacturer.
