The computer isn't letting me connect to the internet because of an admin block related to my illegal activity. At first, I assumed they use MAC addresses for blocking, so I tried purchasing more network cards. The issue is that other cards are also being blocked. Why would they know my new card is still active and causing the problem? Do they keep any cached data on my system? I have some networking basics but not much experience.

There was a reason for blocking you. Trying to work around it only invites more consequences.

Absolutely, I'm blocked because of torrenting, which I wasn't aware of at first. Now I have no excuse to debate with my network admin. Fortunately, there won't be any consequences—my current punishment is losing internet access. The reason for using torrents here is quite sensitive since my country has strict "Special Laws" that might not support your nation. Sorry about that.

What type of network is active? Are you referring to your ISP, or is this about someone managing the shared connection you're using?

My system handles it, though I’m confident they lack in-depth networking expertise. They employ separate IT specialists to oversee and maintain their network. My team reaches out to them whenever unusual activity appears. For remote management, I’m not familiar with the process.
