A friend bought an old Toshiba Satellite from me. I don’t remember the exact model details, but it has an i5 450m processor, 8GB of RAM, and a Sandisk SSD. It runs on Windows 10 up to the 20xx update, using the "previous generation" Intel HD graphics. He got GTA SA from a place like GameStop, where it came as a zipped download. After unzipping it, the installation went smoothly and the game launched properly with acceptable graphics settings. He also bought a USB-style Xbox controller, and in Windows I confirmed that all gamepad controls functioned correctly.

There seems to be a problem with the game’s ability to look around. The character can move, jump, squat, etc., but using the mouse or right stick doesn’t change the view. I’ve tried several troubleshooting steps—adjusting affinity settings, reinstalling drivers and the game—but nothing seems to resolve it. Some suggested changing the affinity settings to allow only two cores, reinstalling drivers, and re-downloading the game.

I checked the specifications, and the CPU is well above what’s needed. The GPU requirement is at least GeForce 3, which the built-in graphics handle better than the integrated ones. I tried running the game with XP compatibility settings, as the requirements suggest it should work on 2K or XP, but I see many videos showing it runs fine on Windows 10.

Steam offers the game, and there’s a fix patch available. However, since this person doesn’t have internet access and Steam’s DRM is problematic, it might stop working. I’m unsure what to do next. As you know, GameStop doesn’t provide support after purchase, especially for older titles—he likely spent around $3, so it wasn’t a huge loss either way.

Also worth mentioning is that the installer sometimes causes the WiFi to turn off and prevent manual re-enabling. I fixed that with an update, but it doesn’t seem to affect the issue anymore.

Despite all the efforts I’ve made—trying different solutions—I still can’t get the game to function properly. Any advice would be appreciated.

It is a well documented issue and seems to be one of those either you do or don't have it. Loads of "how to fix" videos and website advice, none of which have worked on this laptop. Even Steam has what they call a "silent fix" but this game wasn't purchased through them.
My go to response was 'well the laptop was never designed for games' and where that is technically true this game is old enough and low enough on requirements that it should work. It loads, it displays...and yet. I have no particular vested interest aside from just seeing if I could help so if it goes far enough for phone calls against the $3 purchase price I will let the owner go after that, lol.
